The center for established firstly as “Anti plague research laboratory” in July, 10th of 1931,“Anti plague center” in 1940, “Anti Infectious diseases with natural foci research center’ in 1961, “Center for Infectious diseases with natural foci” in 1990, “National Center for Zoonotic Diseases with natural foci” in 2006 and “National Center for Zoonotic Diseases” in 2012.

Center’s historical development phases

  1. Preparation phase of establishment of the Anti plague professional organization, in 1921-1940

Physicians, who came from Republic of the Soviet Union  at the invitation of Government in 1921-1930, they worked to protect people’s health, eliminate foci and diagnose plague by using European science’s methods in Anti plague activities.  These activities was achieved some successes such as creating source of material bases and giving knowledge based on sciences to people. It was preparation period of establishment of Anti plague organization.

“Plague town” was established in 1928 and was fully equipped by 1931 /10th anniversary of the Peoples Revolution/ from the Health Care Commissariat of the Republic of the Soviet Union.  During this year “Plague town” was signed over to Mongolian side and was renamed “Anti plague research laboratory’ which became the foundation of the National Center for Zoonotic Diseases. The first director was a Russian Doctor A.L.Berlin.

  1. Development phase of the Anti plague organization in World 2nd War and post war time, in 1941-1960.

This organization was enlarged that was effected by Governmental measures and Russian supports to increase help for strengthening Anti plague organization, and number of professional who was sent from Soviet Union. This period’s main distinction was strengthening material bases of professional organization that only was working for eliminating human morbidity foci of the plague and advertising prevention of plague damage.

Since beginning to provide professions to local organizations and planned constantly epizootic study of searching natural foci, the organization’s activity direction was widened academic.

In this time, some professionals of zoology was started plague research direction of epizootic, epidemiology, clinic and bacteriology.

New building of laboratory and separate division of Anti plague center was brought into exploitation in July, 1941.

Since 1959, Soviet Union’s scientific expedition teams have stopped their work, our national professionals was started to work independently with only one Russian council expert.

  1. Strengthening phase of the Organization to combat and study for highly dangerous infectious diseases

The resolution No. 510, “About some measures to combat for highly dangerous infectious diseases”, was approved by the Council of Minister of the Mongolian People’s Republic in September, 1961. In accordance with this resolution, activities for studying and removing natural foci of plague, cholera, variola, tularemia, poliomyelitis, tick borne encephalitis, malleus/glanders, anthrax, rabies and brucellosis were defined the main objective the Organization to combat and study for highly dangerous infectious diseases.

During 1961-1964, our center was named ‘’ Department for Acute Epidemies Deterring Research/DAEDR/ ‘’ and this center was working a border sanitation inspection areas  in Ulan-Bator, Sukhbaatar city, Ereentsav of Dornod province, Tsagaannuur of Bayan-Ulgii province,Zamiin-Uud of Dornogovi province, also  DAEDR’s stations  was working in Bayanhongor, Govi-Altai, Zavkhan, Uvs, Khentii provinces

In 1970 by the Council of Minister was approved the resolution № 270 ‘’ about measures to opposition research for highly dangerous infectious diseases’’ and indicated with construction drawings, doing budget immediately, giving for workers accommodation to provide with emergency, autolaboratory, telecommunication and electricity. According to it in 1970, started to use 1 main building where we are working now and 5 other buildings.

  1. in 1990-2013. The development of ‘’ National Center for Infectious Disease with Natural foci’’

The decision of changing the name of DAEDR to National Center for Infectious Diseases with Natural Foci has decided and divisions of Natural Foci changed to Department for Infectious Diseases with Natural Foci in the local branches.

While analyzing bacteria of plague from Bayan-Ulgii province, the doctor J.Myagmar has detected glycerin negative strain In 1990, the chief of Department of Acute Epidimies Deterring Research D.Batsukh, doctor T.Dolgor, P.Jamyansuren, head of border sanitary inspection division in  Zamiin-Uud S.Tserennorov are negotiated collaboration with Li Shu Chuni who was responsible for China’s typhoid investigation department’s chief, and  Beejin Van Bao Lin(city’s health prevention typhoid center laboratory’s chief )

In 1991, by 60th anniversary of National Center for Infectious Disease with Natural Foci have organized ‘’ Epidemiology problem and natural focuses of plague in Central Asia’’ International Scientific and Practical Conference with Soviet Union, China and other organizations.

Also, by this year was started to enter in practice some methodology such as Z.Adiyasuren ‘’ methodology for assessing capacity of natural focuses of plague infectious’’, A. Erdenebat ‘’ rapidly technology to study of Mongolian plague pathogen plasmid completion’’

In 1992 has started to produce and got new invention by covered author’s certificate.

Described bacteria plasmid complex of plague and determined 15MD plasmid plague’s bacteria is in Y.pestispestis species, 8MD kind of plasmid cultures included in Y.pestis altaica species.

In 1995 behind of protozoa research division established a new laboratory which is drying bacteria and Doctor P.Jamyansuren had experiment to dry plague vaccination 107 times which was beginning of how to save dry cultures of plague.

Since 2001 collaborating with Anti-plague Scientific Research Institute of Irkutsk, we are doing joint research of rabies epidemiology, epizotology in Mongolia, and protected doctor’s degree in 2009 in topic ‘Some specificity epidemiology, epizootology of rabies in Mongolia’. In addition we had determined virus of rabies included ‘Step’ groups of filogenetic and had registered in ‘Gyenbank’.

Since 2004, has started enrolling tick-borne infectious diseases in Mongolia, officially enrolled into state documents.

The NCIDNF is one of the special object in Mongolia according to the ordinance number 135, 2004 of Mongolian Government, and guarded by police and internal military since 2004.

15th of October in 2007 opened ‘’ Virology laboratory’’   based on this laboratory and started to analyze some infectious diseases transmitted by virus. For the first time has studied plague, anthrax’s bacteria 166 strains of genome polymorphism by VNTR-PCR and advanced in molecular biological research. In 2009, collaboration with Germany’s   Bundeswehr Institute of Microbiology from Khuder sum of Selenge province where from sampling Dermacentor  we had detected   Rickettsia raoultii pathogen  from   Ixodes types tick-borne and registered in ‘’ Genbank’’

In 2010 subordinate of ‘’Entry-Exit Inspection and Quarantine Bureau,’’ by ‘’National laboratory Adviser of plague’’ concluded an agreement appoint

As well as we have established ‘Council of Zoonotic infectious diseases human, veterinary’s sector’ by related resolution of Ministry of Food and Agriculture, Light Industry and Ministry of Health. At the national level our co-operation between human and veterinary have been successful work.

Since 2012, by government resolution we have been working as National Center for Zoonotic Diseases.
